Employee's Hand Is Burned Due to Electrical Shock

At approximately 12:30 p.m. on January 3, 2007, Employee #1, a foreman, and a crew of nine were replacing a deteriorated wooden H-frame structure carrying 115 kV overhead power lines. There were three conductors with light weight tubular steel poles. There was an energized high voltage line 230 kV approximately 60 ft from the de energized conductors. All the conductors were deenergized and were resting on the ground. Employee #1 and a coworker, an apprentice, were trying to put the center phase conductor on the suspension shoe on the crossarm. Employee #1 was in the basket of a crane, Altec 92 foote crane, and the conductor was on the hook of the crane, a Y2K Electric line truck-crane. The boom of the electric truck was not long enough to reach the suspension shoe. Employee #1 was holding the hook of the lift in one hand and the conductor in the other hand. He placed himself between two different ground potentials due to induced voltage caused by the 230KV power lines. He received a severe shock which caused second and third degree burns on both hands, which required hospitalization.
