Employee is injured in fall

Employee #1 was installing drywall on the second floor of a house under construction. He was standing on a portable stool 9.5 inches wide by 4 feet long by 18 inches high in the landing of an unguarded stairway. He was taking measurements of the ceiling rafters when he fell from the stool. He fell approximately 10 feet, landed on the first floor, and suffered a concussion.
