Employee died when struck by car

At approximately 11:15 a.m. on May 22, 2003, Employee #1 and several coworkers were engaged in road work operations at a location 0.8 miles south of the intersection of IL Rt. 23 and McKinley Road in Ottawa, IL. Employee #1 was operating a cart-mounted paddle for flagging, wearing personnel protective equipment to include a hardhat, flagging vest, and work boots. His coworkers were blocking one lane to operate paving equipment while Employee #1 stood and directed traffic from the other lane. For some reason, a driver did not slow down as their car approached the construction site and struck Employee #1 while traveling approximately 60 mph. Employee #1 was hospitalized and pronounced dead due to suffering a massive head injury.
