Employee's hand injured moving bundles of flat steel

Employee #1, age 19, was moving a bundle of flat steel pieces to reach one underneath it. Various sizes of steel were bundled and stacked into racks, with each layer separated with 4 in. square wide blocks of wood. As orders came in, employees often had to move several bundles to get to the one to process. This was done by placing a chain sling underneath a layer and having a crane place that bundle onto the next rack. On the day of the accident, Employee #1's hand became caught underneath one of the bundles as it was being moved. He sustained crushing injuries, for which he was hospitalized.
