Employees abandon marine vessel as it is swept by current

Employees #1 through #3, working for the National Forest Service in Ketchikan, AK, were crossing a lake in a skiff type vessel to relocate an underwater camera from a fresh water inland lake. In the area where the lake entered a stream, the employees misjudged the underwater currents' potency as there was an unusual high water level of more than 6 ft. Employees #2 and #3 abandoned the vessel before it was swept into the rapids of the swollen stream and were evacuated. Employee #1 was not able to reach the shore and drowned. None of the employees were wearing a personal flotation device and appropriate work clothes to be operating a marine vessel. The employees assumed they would be able to cross the lake in shallow water.
