Employee falls from a ladder injuring his head

At approximately 3:00 p.m. on May 28, 2003, Employee #1 was standing on a step of a 16-ft extension step ladder watching two coworkers clean a roof of a single family apartment building, unit Number 10. The ladder was resting against the roof eve. Employee #1 fell from the ladder approximately 9 ft. The ladder did not move or fall. Employee #1 was hospitalized with a head injury.
