At 12:05 p.m. on April 28, 2003, Employee #1, a carpenter for a framing contractor, was working at a residential site to install 24-inch end blocking between ceiling rafters. To perform this task, he was standing on one of the rafters, which consisted of a 2 inch by 4 inch post, 7.5 feet in length, and 16 feet above the main level of the house.
