Investigation Summary

At approximately 12:00 p.m. on July 18, 2002, Employee #1 was part of a crew working on a CALTRANS contract to clean up brush along the freeway adjoining an on-ramp. When the crew finished the work, the foreman said that he would go and dump the truckload of debris. Just before leaving, he told Employee #1 and a coworker that he would pick them up on the freeway overpass and then go to the next work site. Employee #1 and the coworker were walking on the sidewalk on the south side of the overpass when Employee #1 apparently started to cross the street. The coworker apparently warned him not to cross the street, but Employee #1 stepped off the sidewalk into the street and was struck by a 1989 Acura Legend automobile. Employee #1 was transported to UC-Irvine Medical Center in Orange, CA, where he was pronounced brain dead.
