Apprentice Carpenter Injures Neck in Fall from Deck

On June 7, 2005, Employee #1 was working as a framer for Praja Construction, which has only three employees. Employee #1 was positioned on a small deck about 12 ft by 12 ft square. He was on a ladder he had placed against the exterior of a structure. When he got off the ladder, he stepped two feet backward and fell 9 feet from the deck to the grass below. He sustained a neck injury, and he was hospitalized. The employer had provided Employee #1 with a set of instructions. Further, the employer had a written IPP (injury prevention program). There is no requirement to have fall protection for framing operations that are carried out at heights under 15 ft.
