Employee's finger amputated in wire coiler/cutter

Employee #1, who worked for a manufacturer of flexible electrical conduit, was coiling pre-wired conduit of various lengths and cutting 4 in. off each end to expose the wires. She was using coiler #2, equipped with a built-in Sea-Tek saw cutter blade system. Employee #1 was running the conduit through the cutter section of the coiler when the tip of her right middle finger was amputated. For some reason, on the day of the incident the guard covering the Sea-Tek saw cutter was not in place. The cutter blade at the point of operation was normally guarded.
