EMPLOYEE LOST BALANCE AND FELL FROM AN OPEN SIDED BALCONY

EMPLOYEES #1 AND #2 WERE UNLOADING GYPSUM BOARD AND CARRYING IT INTO ROOMS IN A BUILDING WHERE IT WAS TO BE USED. A HYDRAULIC POWERED BOOM WITH FORK ATTACHMENT WAS BEING USED TO LIFT STACKS OF DRYWALL FROM THE TRUCK TO A FIRST FLOOR BALCONY. FROM THE BALCONY, TWO EMPLOYEES WOULD REMOVE TWO SHEETS OF DRY WALL PER TRIP FROM THE FORK ATTACHMENT AND CARRY IT INTO THE BUILDING. EACH SHEET OF DRY WALL WAS 5/8 INCH THICK, 4 FEET WIDE, 12 FEET LONG AND WEIGHED 110 POUNDS EACH. THE BALCONY FROM WHERE THEY REMOVED THE DRY WALL FROM THE LIFTING FORKS WAS 6 FEET WIDE, 27 FEET LONG AND 10 FEET, 11 INCHES ABOVE GROUND LEVEL. THERE WERE NO GUARDRAILS ON THE OPEN SIDE OF THE BALCONY. WIND BLOWING AGAINST THE DRY WALL AS IT WAS BEING CARRIED CAUSED EMPLOYEE #1 TO STEP OFF OF THE UNGUARDED OPEN SIDE OF THE BALCONY AND FALL ONTO A STACK OF LUMBER AT GROUND LEVEL. THE TWO SHEETS OF DRY WALL THEN FELL ON HIM. HE WAS INJURED BUT NOT HOSPITALIZED.
