EMPLOYEE #1 HAD JUST COMPLETED TRANSFERRING 44-GRAVITY CRUDE OIL FROM THE STORAGE TANK INTO THE TRAILER OF THE TANK TRUCK. HE WAS IN THE PROCESS OF BACK-GUAGING THE EMPTY TANK WHEN AN EXPLOSION OCCURRED.
