Fifteen-year-old employee injured in fall from scaffold

On August 5, 1987, Employee #1, age 15, and a coworker were placing mortar in mud pans on a tubular welded frame scaffold that was 6 ft 4 in. high, 42 ft long, and 5 ft wide, with 24 in. outriggers. Planking at the 6 ft 4 in. level consisted of three 12 in. wide by 2 in. thick by 16 ft 8 in. long planks, for a total width of 36 in. Employee #1 stated that he had just dumped a bucket of mortar into a pan when he turned and stepped off the scaffold, landing on the debris-littered ground. He sustained multiple bruises. There was an apparent violation of 1926-451(a)(4), and the Employment Standards Office (child labor) was notified.
