Investigation Summary
A FINISHED LIQUOR DECANTER EXPLODED WHILE CONSTRUCTION WORKERS WERE REBUILDING THE OUTSIDE. THE DECANTER CONTAINED OVERFLOW LIQUOR FROM THE SECONDARY GAS COOLER, CONSISTING OF AMMONIATED WATER, TAR, AND POSSIBLY COKE OVEN GAS. THE DECANTER HAD BEEN PLACED BACK ON LINE THE DAY BEFORE.
