Investigation Summary
Two employees were working as construction or building inspectors for a city government. Working from their office, they performed inspections throughout the city. On August 12, 2021, Employee #2 called in sick due to a stomachache. On August 16, he began to have a sore throat, and on the following day, he started coughing. Out of precaution, Employee #2 took a COVID-19 test on August 18, thinking that his symptoms were related to his diet and asthma. Around 11:00 a.m. on August 20, while out on an inspection, he learned that he had tested positive. He called his supervisor, who told him to stop the inspection, leave his city car at the parking lot, and go home. On August 22, Employee #2 found out that his spouse was positive for COVID-19. He was contacted by human resources for contact tracing. On August 23, Employee #2 was hospitalized due to additional symptoms. On August 26, he was discharged. He informed his employer of his hospitalization on August 27. He was fully vaccinated, with his second dose administered on March 17, 2021. On the evening of September 7, 2021, after work, Employee #1 began to exhibit symptoms of COVID-19, including a fever of 104 degrees F (40 degrees C). He did not return to work. The next day, the employer's human resources department contacted him for contact tracing. On September 9, he took a COVID-19 test. He received a positive result on September 13. Early on the morning of September 15, he was hospitalized. At around 7:00 a.m. that day, his spouse notified the employer of the hospitalization. Employee #1 was later discharged. He was not vaccinated at the time of his positive test result. During an inspection, DOSH discovered that there were two other COVID-19-related illnesses at the employer's site, another building inspector, and an administrative clerk. None of the employees were found to have had close contact through the employer's contact tracing and investigations. The Division did not find any accident-related violations.
