STRUCK BY ROLLER

EMPLOYEES WERE MOVING APPROXIMATELY 18 TON OF ROCKS FROM THE ROAD, WHEREIT HAD BEEN DUMPED, TO THE SHORE LINE APPROXIMATELY 78' AWAY. THE AVERAGE ROCK WEIGHT WAS APPROXIMATELY 50 POUNDS. ONLY THE TWO LARGEST ROCKS REMAINED TO BE MOVED. THE LARGEST ROCK WEIGHED ABOUT 400 POUNDS AND HAD ONE FLAT SIDE. THEY WERE GOING TO ROLL THE ROCK OVER ONTO THE FLAT SIDE ON WOODEN ROLLERS THAT WERE APPROXIMATELY 3 1/2 "IN DIAMETER AND 4 TO 5' LONG. WHEN THEY ROLLED THE ROCK ONTO THE ROLLERS ONE OF THE ROLLERS FLEW UP AND STRUCK THE VICTIM ON THE SIDE OF THE NECK, FRACTURING HIS NECK. THERE WERE INADEQUATE FIRST AID FACILITIES AT THE WORKSITE. NO PROVISIONS WERE MADE FOR EMERGENCY MEDICAL SERVICE.
