Farm worker injures leg when caught by PTO-powered mulcher b

At 10:15 or 10:30 a.m. on December 10, 2019, an employee was working on a crop farm. He was a farm worker, but he was not a migrant farm worker. The employee was mulching a field. To do so, he was driving a tractor that was pulling a wide mulcher. The mulcher was powered by the tractor's power take-off (PTO). The employee needed to clean some equipment. He had climbed down from the tractor cab. The PTO was still running. After mounting the mulching implement on the back of the tractor, he opened the hatch to one of the mulcher's cells. An exposed blade was running, and it caught his left leg. The employee suffered severe tissue damage to his left leg and calf. The flesh on the calf was torn to the extent that the bone was exposed. The employee was hospitalized. His employer reported the injury to DOSH at 3:10 p.m. that same day, meeting the DOSH reporting requirements. DOSH arrived on at 10:00 a.m. the following day.
