Investigation Summary
Employee #1 was working on the roof of a building under construction. He was dragging rubber waterproofing over to a roof parapet when he backed off the edge and fell 20 ft onto a gravel area on the floor. He fractured both legs, for which he was hospitalized. The roof was not equipped with any form of guarding.
