Employee injured in fall from edge of building

Employee #1, of an electrical company, was throwing debris from a 22 foot level open-sided area of the state house. As he threw a switch gear weighing 25 to 30 pounds, a bracket caught his glove and pulled him off the building. Just before falling, he pushed himself to avoid hitting the sidewalk. Employee #1 was hospitalized. Employee #1 had been provided with a harness, but he was not wearing it.
