Employee's ankle fractured in fall from roof

Employee #1, of Tower Roofing in Santa Barbara, CA, was climbing a 38 ft secured ladder to deliver a 5 gallon bucket of hot tar and a mop to coworkers who were on a 30 ft roof. As he stepped off the ladder and swung his right leg over roof's edge, his left hand apparently pulled the ladder enough to cause him to lose his balance. Employee #1 fell backward away from the building and dropped between 15 and 18 ft before landing in a tree. He was hospitalized with a fractured ankle.
