Employee injured in fall when ladder tips over in wet soil

On January 30, 2008, Employee #1 and coworkers, of Craig Fire Protection, were engaged in installing a fire sprinkler at a one-story house undergoing renovations. The roof had not yet been installed, and days of rain had caused water to accumulate and the ground to become soft. On the day of the accident, the general contractor was pumping water out of the ground and putting down sand to soak it up. Employee #1 was standing on the eighth rung of a 10 ft A-frame ladder to hang a pipe at a height of 11 ft 6 in. As he was working, the ground around the base of the ladder caved in, causing it to tilt to one side. He fell in the direction of the ladder, fracturing a bone in his right foot and two ribs on his right side. The ladder was not placed on a substantial base to support the worker, and the ground was soft due to water accumulation. The general contractor told the subcontractor that the site was not ready for his workers to start. The subcontractor told his crew to begin the job becuase the materials had already been shipped to the site.
