Investigation Summary
At 7:45 a.m. on April 7, 1998, Employee #1, a garbage truck helper, was on a collection route. Employee #1 pulls out garbage bins for the truck to collect and returns the bins when empty. Employee #1 had just returned an empty trash bin and was about to get onto the driver side of the truck when the truck moved. According to the truck driver, Employee #1 slipped and fell just as he was turning left to the center of the road. According to Employee #1, he was about to climb onto the truck when the truck moved and the wheels turned and ran over both of his legs breaking both ankles. Employee #1 was hospitalized.
