Employee injured in fall from billboard

At approximately 10:00 a.m. on May 2, 1996, Employee #1 was on the work platform of an advertising billboard. He was using a safety harness with a lanyard for fall protection, and the work platform was equipped with a single guardrail. Employee #1 unfastened his safety lanyard and was moving about the work platform when he fell approximately 18 feet onto a rooftop. He sustained compound fractures of his right arm and wrist, and severed several tendons, for which he later underwent surgery. The employer's records showed that Employee #1 had received training in the required use of a safety harness and lanyard.
