Employee suffered concussion after hit by a falling branch

On June 24, 2001, Employee # 1 of the City of Los Angeles Department of Public Works Tree Trimming Division and four other coworkers were doing emergency removal of a storm-uprooted tree. Employee # 1 had just arrived on scene and was putting out street cones when out of his peripheral vision he saw something coming at him. He put up his hand and was struck by a branch, breaking his wrist cutting his jaw and causing a concussion. He was hospitalized. His supervisor on the job was cutting a limb that was lying across a communication cable under tension. As he began making a back cut the tension threw the limb across the street hitting Employee # 1.
