Employee's elbow fractured in fall

At approximately 7:00 a.m. on February 22, 1997, Employee #1 was on a 4 ft by 3 ft non-skid steel deck, preparing to ascend to the top stairs. He lost his balance and fell approximately 5 ft onto the track of some trailing gear. Employee #1 sustained a fractured right elbow, and was hospitalized for four days.
