Employee injured when knocked to pavement

Employee #1, a city public works inspector, was inspecting the construction of a pipeline in the center of a public street. Traffic control measures were in effect. A construction employee was manning a 1 1/2 inch water hose watering the backfill. The hose was lying flat across a traffic lane and perpendicular to it. When a tractor trailer rig ran over the hose, it somehow became caught in the rig and was pulled from the construction worker's grasp. It then caught the legs of Employee #1 and knocked him to the pavement. He sustained blunt force head trauma and was hospitalized.
