Employee's hand injured when caught under rail transfer car

Employee #1, a miner and laborer for Tutor-Saliba-Perini, was part of a crew placing cement in the invert of a tunnel. He and three coworkers were using a transfer car running on raised train rails to haul materials in and out of the work area. The transfer car had four sets of dual steel wheels. Employee #1 was leaning on the rail with his left hand when the transfer car started to move. He failed to heed the warnings of his coworkers, and his hand became caught between the rail and the wheels of the car. The wheels came to rest on his little finger, fracturing it. The skin on the inside of his palm was also torn and required stitches.
