Investigation Summary
At approximately 9:40 a.m. on October 5, 2007, Employees #1 and #2 were working at a residential construction site in Ramona, CA. The two laborers were nailing Harding board in the soffit area underneath the eaves of the roof of the owner's home. They were standing on two separate 6 ft A-frame ladders atop a 9 ft- to 10 ft-high wooden plank platform on a metal scaffold. For some reason, the scaffold unit moved and the ladders shifted, causing both workers to fall. Employee #1 was left hanging from the roof. He eventually fell to the ground, fracturing his right leg below the knee as he landed. He was transported to Palomar Hospital, where he was treated for five days. Employee #2 fell to the ground and was struck by one of the ladders. He sustained scratches to his face and a bump on his head; he was transported to the hospital, where he was treated and released after about 36 hours. The scaffolding system involved in the accident was not tied off to the building and lacked mid- and top railings. Neither ladder was secured to the building.
