Investigation Summary
At approximately 12:10 p.m. on June 13, 2003, a 24 year-old laborer and scaffolding assembler was removing the brackets of a scaffold system that was nailed to the side of a house under construction. The worksite was a new housing development where 41 single-family two-story units were under construction. The employer was the framing contractor on all of the units. The employee was standing three rungs up on a six-foot stepladder that was leaning against a wooden post. The ladder was not opened, braced or tied off, and the ground was uneven and sloping away from the post. The employee was using a pry bar to remove the nails from the scaffold bracket. He was seriously injured when he fell from the stepladder onto metal scaffolding supports that were on the ground. The employee suffered a serious injury to his back, including broken ribs, and a puncture to the lung.
