Employee fractures leg in jump from scaffold

Employee #1 was working from a rolling scaffold situated on a platform. He was starting to descend when he felt the scaffold move. He jumped approximately 4 ft 6 in. to the floor and landed awkwardly, fracturing his left leg just below the knee. The wheels on the scaffold had been locked, and no safety violations were noted.
