Employee injured in fall from rolling scaffold

At approximately 11:30 a.m. on August 25, 1999, Employee #1 was working from a rolling scaffold provided by the general contractor. He was removing two sheets of metal siding from a building under construction when the scaffolding rolled backward and he fell 12 ft to the sidewalk. Employee #1 suffered a head injury and was administered first aid by local paramedics before being transported by ambulance to Sutter-Roseville Medical Center. The scaffold did not have a railing on the front and the locks on three of the wheels didn't work. The employee was also unfamiliar with the safety requirements of a rolling scaffold, since all of his previous work with the company had been done from scissor lifts or JLGs.
