Employee injured when head strikes steel beam

Employee #1, a sorter operator with four years of experience at a saw- and planer mill, had shut down and locked out the sorter due to a lumber crash. He went up to the catwalk and then down to the sorter to straighten the lumber. Employee #1 was climbing back onto the catwalk when he stood up under a large steel beam that was 60 1/2 in. above the catwalk and struck his head with enough force to break the suspension in his hard hat. He did not seek medical treatment at the time, but over a year later he began experiencing numbness in his extremities. He was diagnosed with severe stenosis of his neck vertebra and underwent surgery. The steel beam was neither marked nor padded.
