Investigation Summary
At approximately 10:00 a.m. on May 13, 1997, Employee #1, a roofer, was working at the Coronado/Parkway Apartment Complex in Fremont, CA. An extension ladder had been set up from the top of the carport roof to the roof of the two-story main apartment building. Employee #1 was working atop the main apartment building when he was asked by his supervisor to remove the ladder from the carport roof and put it on the ground. He pulled up the ladder a little and gave it a jerk to extend it so that it would reach the ground. In doing this, Employee #1 lost his balance, and he and the ladder fell to the ground. He suffered a back fracture and was transported to Eden Hospital in Castro Valley.
