Employee fractures back in fall from roof

Employee #1 was replacing the rotted fascia of an apartment building being reroofed with built-up asphalt and felt roof covering. He was standing on the sloped roof, using a Skilsaw to cut OSB (Oriented Strand Board) sheeting on the inside of the fascia when he fell 18 ft 3 in. over the edge of the roof to the ground. Employee #1 suffered a broken back and a fractured left ankle. No fall protection was in place because it was not required at heights under 20 ft, as measured from gable to ground.
