Employee injured in fall when rolling scaffold overturns

Employee #1 was using a screw gun to attach drywall to metal studs on the first floor of a building under construction. He was standing on a 6 ft 6 in. tall by 28 in. wide rolling aluminum scaffold situated parallel to the wall. Employee #1 was pushing against the wall to run the screws through the metal studs when the scaffold tipped over and he fell, fracturing his right wrist and left elbow. Employee #1 used too much force when he pushed against the wall. The scaffold was less than three times as high as its width, so it was not required to be tied.
