Employee's neck broken in fall from work platform

Employee #1 and a coworker were engaged in the rehabilitation and seismic upgrading of a multiple unit townhouse residence. They were on a 10 ft wide deck approximately 11 ft above the ground in back of unit #34, installing vapor barrier paper on the exterior wall above the deck. Employee #1 was apparently near the edge of the deck when he fell and suffered a broken neck, including the C4 vertebra. At the time this report was written, it was not clear if he would suffer permanent paralysis. A 5 ft section of perimeter guardrail had been removed to facilitate installing the vapor barrier and new siding. No temporary railing had been put up, nor were there safety belts and lifelines as alternative fall protection.
