Employee's arm broken in conveyor belt

Employee #1 was cleaning a conveyor belt when he noticed material between the tail pulley and the belt. When he asked a coworker what to do, he was told to clean it out with a putty knife. Employee #1 attempted to do this without shutting the belt off and his arm was caught and fractured in the conveyor belt.
