Employee struck by falling plastic panel

Employee #1 was sitting at a table in the employees' lunch room with her back to the outside wall. A sheet of 1/4 in. plastic, approximately 14 in. by 20 in., was blown by the wind from the window atop the air conditioning unit. It fell approximately 18 in. and struck Employee #1 a glancing blow on her left shoulder and upper back.
