Employee struck by car while clearing debris from highway

At approximately 4:10 p.m. on May 30, 1994, Employee #1, of the Oregon Department of Transportation, was dispatched to clear debris (pieces of two wooden pallets) from the lanes of Interstate 5 in Portland. The employee drove a heavy dump truck to the area, parked it on the shoulder, turned on a light bar at the rear of the vehicle, and then proceeded into the traffic lanes on foot to retrieve the debris. On the first attempt he retrieved two pallet pieces. During the second attempt, a car traveling at approximately 50 miles per hour struck him. He sustained a massive head injury, two broken legs, and a broken arm.
