Employee injured in fall from incomplete scaffold

At approximately 1:00 p.m. on September 5, 1993, Employee #1 was on an 11 ft 2 in. high manually-propelled mobile scaffold finishing ceiling drywall in the living room of a condominium under construction. He was by himself when he apparently fell from the scaffold, sustaining a concussion, a fractured left wrist, and various contusions and abrasions. The scaffold had no guardrails, was not fully planked, and was missing 2 of the 4 required cross braces; 2 diagonally-opposite casters were dislodged (they apparently had not been locked in place). The top platform was 19 in. wide; the scaffold was 2 bucks high plus the height of the casters which put the top platform at 11 ft 2 in. above the floor.
