Investigation Summary
A power line worker was constructing a new overhead power line. He was working from an articulating boom aerial lift, connecting a new conductor to its insulator. The new line had not been energized, and it was grounded. The uninsulated bucket on the aerial lift contacted two energized phase conductors on an existing overhead power line located beneath the employee. The employee, who was working with his bare hands on the new conductor, was electrocuted.
