Employee fractures arms in fall from scaffold

At approximately 2:50 p.m. on July 28, 1996, Employee #1 was on a two-section scaffold at the third building level at a demolition site in the Puente Hills Mall. He was using a torch to cut a pipe when the pipe swung out and fell. One end became tangled in the hoses and knocked down Employee #1. He fell approximately 8 ft through the open space between the front of the scaffold and the wall, fracturing both arms.
