Employee's leg fractured when storage tank explodes

At approximately 8:45 a.m. on August 19, 1998, Employee #1, a field contract coordinator was assisting a welder for Total Western, Inc., who was using an oxyacetylene torch to place an Apex radar level indicator on the top of lime slurry storage tank #103 at the Watson Company Generation Plant in Carson, CA. Within 2 to 3 minutes after the welding began, the interior of the tank exploded, causing the removable roof cover plate to strike Employee #1 in the leg, fracturing it in twelve places. The Total Western workers stationed on the ground notified the authorities and attempted rescue procedures. Employee #1 was transported by paramedics to Harbor General-UCLA Hospital. he was later transferred to Little Company of Mary in Torrance, CA, for additional treatment and therapy.
