Employee Fractures Leg While Installing Basketball Backboard

Employee #1 fell off a ladder and broke his leg while installing basketball backboards. His employer does construction and maintenance for the Los Angeles City Parks and Recreation Facilities. Employee #1 and coworker were installing a basketball backboard to the metal pole of the frame located outdoors in the basketball court of the Park. The backboard weighed approximately 40 pounds and measured 6 feet by 4 feet by 0.75 inches. The bottom of the frame was approximately 9 feet from the ground. They borrowed two A frame step ladders from the painters, employees of the LA City Dept. of Recreation and Parks. Employee #1 used an 8-foot ladder while his coworker used a 10-foot ladder. Both employees were standing within the top three rungs of each ladder facing each other, griping the backboard while trying to maneuver the backboard toward the frame for attachment. At this time, Employee #1 lost his balance and fell from the ladder resulting in a compound fracture of the plateau of his right tibia. His coworker witnessed the fall. Both employees had no prior experience or training in basketball backboard installation and neither had been given specific instructions. Both employees were working on or above the top three rungs of the ladder without a firm handhold to use or other fall protection. Additionally, neither had been instructed not to stand or work from the top three rungs. Employee #1 went to a local hospital for treatment.
