The employer is a contractor engaged in the construction of a freeway intersection (I-680 and Highway 24) in Walnut Creek. Employee #1, an apprentice piledriver, was working with a coworker, an apprentice carpenter, under a bridge on Mt. Diablo Boulevard as part of a crew that was adjusting the elevation of the bridge. As they were operating a hydraulic jack under the vertical shoring, and adjusting the wedges, the vertical shoring I-beam slipped toward them, pinning Employee #1's legs against the concrete sidewalk.
