Employee's wrist broken in fall from metal ladder

Employee #1, working at a sawmill, had filled an open top trailer truck with wood chips. The truck is approximately 13 ft 9 in. tall with a metal ladder attached to the side. Identical ladders are found on all trailer trucks, either on the side or the end of the truck. Having put a tarp over the load, Employee #1 climbed the ladder to clean off sawdust so that it would not blow off onto the street. It was raining and when he started back down the ladder, his foot slipped. Employee #1 fell 8 to 10 ft to the ground and fractured his wrist. Afterward, it was decided that employees would no longer use the ladder when it was raining.
