Employee's leg and pelvis fractured under skiploader

Employee #1, of Romero General Construction, Corp., was on a road repair and construction job. He was operating the tilt control lever for the front load bucket of a model 545D Ford Skiploader, #16760. He was standing by the left rear tire of the skiploader when it rolled over him, fracturing his right leg and pelvis. The parking brake had not been set.
