Employee sustains fractured skull in fall

Employee #1 was working on a one-story roof overhang 12 feet above the ground in a light rain. He stepped backward or slipped and fell onto the hood of a truck and from there onto the sidewalk. Paramedics transported Employee #1 to St. John's Medical Center, Santa Monica, CA, where he was treated for a skull fracture and concussion. He regained consciousness after several hours, and was released to home care. No one at the scene saw Employee #1 fall. Review of the employer's IIPP disclosed that it was deficient and the employer was cited accordingly.
