AN EMPLOYEE OF A CITY WATER UTILITY WAS WORKING IN THE BOTTOM OF A CLARIFIER TANK. AS HE CLIMBED OVER A 26-INCH-HIGH CONCRETE DIVIDER, HIS LEG GOT CAUGHT. THE EMPLOYEE FELL AND BROKE HIS LEFT ELBOW. HE WAS HOSPITALIZED FOR HIS INJURY.
