Employee's shoulder and ribs fractured in fall

At approximately 6:25 a.m. on April 28, 2000, Employee #1 and a coworker, of Preferred Framing, were snapping chalk lines on the second floor of a residence under construction. The coworker was holding the chalk line on one side and Employee #1 was pulling it out when the chalk line broke. Employee #1 lost his balance and fell 12 ft to the ground. He suffered a fractured right shoulder and three fractured ribs. He was transported to Arrowhead Regional Hospital, where he was hospitalized for two days. The employer had developed and implemented a fall protection plan in lieu of conventional fall protection. No violations were found and no citations were issued.
